Water was very still, no water running from overflow

Overflow running yet very dry weather. Why is it?

Overflow still running despite no rain?

Also did nitrate test above storm overflow and nitrate was 2.0 (lower)

River was running higher than normal, but looked normal, no signs of discharge.
