Response from Duval Department of Health I inspected the property at 9979 Orahood Lane for the report of sewage discharging directly into the river. I looked around and underneath the house for any evidence of a sewage discharge pipe and the only piping I could see lead to a 4-inch PVC which lead into the ground. I could not see any open-ended piping leading into the river. During inspection the tide was fairly low. It appears this piping leads to a wastewater system; although I cannot be certain as, like the complainant states, the system is not in use. The only way to prove the system is discharging directly into the river would be to conduct a complete test of a system, which is something that appears from the complainant’s notes to have been completed and it passed.
