Upon further investigation, an underground pipe burst in front of the Prime Osbourne Convention Center and was overflowing into the nearby storm drain. At the time a lot of clear water was bubbling from the ground, but this may have been the initial cause of the sediment and debris floating on the surface of McCoys Creek coming from the pipe. This storm drain connects to McCoys. 630-CITY was called and I was connected to JEA to report this broken pipe. They informed it was most likely an irrigation pipe and would come out to work on it.
